Hon. Victor Abang, the member representing Boki/Ikom Federal Constituency, has led the second reading debate of a Bill to amend the National Park Service Act No. 46 of 1999. The proposed amendment seeks to incorporate Okwangwo National Park, located in Cross River State, into Nigeria’s national park system.

The Okwangwo National Park, spanning an area of 920 square kilometers at an elevation of 150 to 1,700 meters above sea level, is a biodiversity hotspot. Available records highlight its ecological significance, showcasing diverse flora with 1,545 plant species from 98 families, and a rich avian population of over 280 bird species.

The park is also home to approximately 78% of Nigeria’s primate species, including vulnerable and endangered species such as the common chimpanzee, western gorilla, Sclater’s guenon, Preuss’s monkey, and drill. Additionally, large mammals like the endangered African forest elephant and the African buffalo thrive within its boundaries. Studies estimate that the park supports a population of around 200 chimpanzees.

In his submission, Hon. Victor Abang emphasized the park’s global ecological importance, noting its critical role in conservation, climate regulation, and biodiversity preservation. He stated, “Incorporating Okwangwo National Park into Nigeria’s national park system will enhance its management, promote sustainable tourism, and safeguard the endangered species within its boundaries.”

The Bill proposes an amendment to Section 18 of the Principal Act by inserting a new paragraph under subsection (1), specifically designating Okwangwo National Park, Cross River State, as part of Nigeria’s existing national park network.

This legislative effort aligns with the commitment of Hon. Abang to advocate for policies that preserve the natural heritage of Cross River State while fostering economic opportunities through eco-tourism and conservation initiatives.

The House of Representatives has referred the Bill to the  committees on Environment for further legislative action.
